The Role
The SEN Inclusion Commissioner is a key member of SEN Inclusions Team within Standards and Excellence.  The role reports to the Inclusions Assistant Commissioner within the Schools and Education Service (SES).

The SES, part of the Schools’ Children and Families (SCF) Directorate, will be the ‘Champion for Children and Families’ and a Commissioner and Enabler of Education within Essex. It will drive the implementation of the Council’s priorities for education and work with the Strategic Education Board (which will include Headteacher and governor representatives, Academy sponsors representing all
types of Academies, and Diocesan representatives) to build engagement with and agreement to those priorities.

Knowledge, Skills and Experience

•	Qualified Teacher Status 

•	Qualification to degree level or equivalent with a relevant
        professional/management qualification, membership of 
        a relevant professional body. 

•	Experience, knowledge and understanding of legislative frameworks around
        improved outcomes for pupils with SEN/AEN 

•	Desired experience of senior management in a school/educational setting

•	Commitment to continued professional development

•	Evidence of success in determining and evaluating service quality and
        identifying opportunities to achieve effectiveness and best value

•	Proven track record of success in working in partnership to effect school
        improvement

•	Knowledge and understanding of high quality (SEN) leadership and management

Job Purpose

The Quadrant Commissioner works in partnership with schools and other educational providers to identify areas for improvement and identify solutions for schools. This involves determining the most efficient and effective response by commissioning the appropriate resources to support improvement, either internally or externally. The Quadrant Commissioner needs to leverage resources from schools and other funding
sources in order to supplement internal resources available. The Quadrant Commissioner is responsible for:

•	Being the conduit for information and communications between schools,
        providers and the ECC.

•	Ensuring an effective system of support and challenge for maintained schools
        in their quadrant.

•	Maintaining a continued system wide focus on standards and progress. 

•	Ensuring that children receive their entitlement to provision. 

•	Ensuring that providers are supported to make the required improvements. 

•	Ensuring ECC meets its statutory responsibilities for school standards.

Knowledge, Skills and Experience
