The School Crossing Patrol Service plays a crucial role in maintaining safety standards for school patrols, ensuring compliance with relevant health and safety legislation.

The School Crossing Manager is responsible for maintaining this compliance and managing associated risks. They are also tasked with developing and implementing a business plan that includes high-quality operational models for resource management.

Their goal is to maintain the county's high level of service and customer satisfaction. This involves a continuous effort to improve and adapt to the needs of the community, ensuring the safety of our children on their journey to and from school.

Accountabilities

· Lead, develop, implement, and maintain a School Crossing strategy, ensuring it is aligned to the SDP Service Plan and Educational Priorities. Translating this into goals, plans and ways of working.

· Responsible for operational planning and performance reviews to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met.

· Responsible for ensuring all policies and strategies comply with the Council's requirements with respect to Safeguarding and Data Protection.

· Responsible for leading on emerging legislation to recommend changes to council policy to ensure statutory compliance within the service.

· Work collaboratively with internal and external partners to develop, manage and implement a strategy encompassing policy and compliance.

· Responsible for the effective management of the budget, working collaboratively with finance to ensure reporting meets agreed performance targets.

· Responsible for recruitment of new crossing officers and minimising the number of vacant posts exploring new and innovative ways to fill posts.

· Ensure the continuity of quality service through resource capacity building for key support opportunities and practical implementation plans to ensure efficient processes and value for money.

· Prepare reports for senior leaders, scrutiny committees and policy development groups, detailing any proposals for change to the service delivery.

· Responsible for managing complex issues to meet customer needs and liaising with members, media, police, the public and schools on any incidents appertaining to compliance and risk management.

· Specific individual and shared targets and objectives are defined annually within the performance management framework.

Skills and Knowledge

· Educated to RQF level 4 vocational qualification, or equivalent significant experience.

· Evidence of continuing professional development with expert knowledge in relevant professional area.

· Extensive experience of service delivery, with a demonstrable and proven record of achievement.

· Effective decision making skills, well developed analytical and problem solving skills and the ability to devise creative solutions to complex issues. Proven ability in developing and writing reports, strategic plans, and other key related documents.

· Skilled in performance and relationship management, providing highly complex information and effectively negotiating, influencing, and motivating situations and demonstrating strong interpersonal, communication and organisational skills.

· High level IT skills across a range of applications.

· Knowledge and understanding of suite of digital programs to create the offer, produce reports and evaluate the effectiveness.

· Ability to manage own time effectively.
